Can a Class 5 GDL be a Supervisor?

A class 5 GDL license holder can not be the supervisor for a class 7 learner.

The supervisor must be a fully licensed class 5 license holder.

A class 7 driver is still in the learning staged of driving, and needs properly licensed and experienced drivers to help teach and guide them.

A class 5 GDL is technically also still in the learning process, and therefore is not deemed fit to give supervision and guidance.
